Summer 2000 / IDEA - CONSULTATIONS
ARCO Architecture et Conseils SA (Switzerland) and Expérience International (Canada) presented a proposal to the Chaplin family involving a museum project dedicated to Charlie Chaplin and his art. The project was submitted to communal authorities and commercial partners who hold copyright on the Chaplin legacy.
October 2000 / VOCATION FOR THE MANOIR DE BAN
Private interests show concern for the manor, fearing its fall into foreign ownership, leading to the developers’ idea of creating a more intimate and impressive circuit tailor-made for the manor.
November 2000 / FAMILY CONSULTATION
The developers and the manor’s owners (Michael, Eugene, Victoria and Christopher Chaplin) set their strict priorities on the development of a museum site, preventing the eventual sale of the manor to private interests as well as realizing their long-standing desire to see the site dedicated to the memory of their father. Along with the developers, Michael, Eugene, Victoria and Christopher thus initiated procedures to create the Charlie Chaplin Museum Foundation.
December 2000 / TABLING OF MUSEOGRAPHICAL GUIDELINES
The developers submit to the family museographical guidelines for a project that would transform the Manoir de Ban into a bold and visionary site catering to an international tourist clientele.
Early in 2001 / FISCAL AND LEGAL ANALYSES
Analysis of fiscal and legal ramifications in creating the Charlie Chaplin Museum Foundation and transferring the property to the Foundation.
Spring 2001 / RIGHTS AND CONVENTIONS
Consultations are initiated among members of the Chaplin family, the Chaplin Association and the various organizations controlling the Chaplin brand. The developers, the owners of the Manoir de Ban
and the Chaplin Association work out details of the agreements relative to the mission of the future foundation, the sale of the manor and copyright transfers to the developers and future site managers.
April 10 2001 / CREATION OF THE FOUNDATION
The Charlie Chaplin Museum Foundation is created, comprising four members of the Chaplin family, representatives from the four adjacent communes, the two developers and interested parties involved in regional social and economic development.
June 2001 / ADOPTION OF THE CONCEPT
Adoption, by the Charlie Chaplin Museum Foundation, of a general agreement on a museographical project: The Charlie Chaplin Museum.
Summer 2001 / PRELIMINARY AGREEMENT ON THE DEVELOPMENT OF THE TERRITORY
Presentation of a general concept for implementing architectural and museographical components submitted to the SAT (Service de l'Aménagement du Territoire). A preliminary agreement is accepted.
Winter 2001 / PROPERTY RIGHTS AND TRANSFER
Negotiation of agreements to launch the museographical project: recognition of the developers’ copyright, agreement to sell the domain to the Foundation, recognition of the Chaplin brand (copyright) for the museographical project.
Winter 2002 / INITIAL STEPS
Promotion of the project in public and private sectors to solicit technical and financial support and interest sponsors and amenable partners in the specific attributes of the site and its history.
February 2002 / PUBLICATION OF A STUDY
Publication of a feasibility study and market study of the project. Presentation of the concept and studies to regional communal authorities.
Spring 2002 / COLLABORATIVE ARRANGEMENTS
Collaborative arrangements between the real estate company that owns the Domaine de Ban, the Chaplin Association, the Charlie Chaplin Museum Foundation and the developers.
June 2002 / INTER-COMMUNAL COMMISSION
Creation of an inter-communal commission mandated to analyze the parameters of the project (workgroup for the Charlie Chaplin Museum). Two external audits are requested by the nearby communes on the feasibility study and market research as well as the museographical concept.
Summer 2002 / ANALYSIS BY THE CANTON
Negotiation with communal, cantonal and governmental authorities regarding the participation of the public sector in the development of the project.
October 2002 / CONSULTATIONS AND AUDITS
Information sessions in the communes on the orientation of the project. Presentation of the studies and external audits undertaken for the communes in the region: audit of the feasibility study and the market study and an audit of the museographical project.
November 21 2002 / COMMUNITY COMMITMENT
Vote by the Commune of Corsier-sur-Vevey to support the project and grant loan security for 7,000,000 Swiss francs needed to allow the Charlie Chaplin Museum Foundation to acquire the Domaine de Ban.
April 2003 / ACQUISITION OF THE DOMAINE DE BAN
The Charlie Chaplin Museum Foundation acquires the Domaine de Ban, thanks to the loan security granted by the four communes in the immediate vicinity of Corsier-sur-Vevey.
September 2003 to August 2004 / AREA PLANNING
A series of intensive studies leading to a master plan: a topographical analysis of the site, environmental impact, traffic, integrated parking areas, as well as protection and management of green spaces.
July 2004 / THE COMMUNE COMES ON BOARD
Adoption of the master plan by the Commune of Corsier-sur-Vevey.
August 2004 / THE DISTRICT COMES ON BOARD
Six communes of the Vevey district agree to the loan security already approved by the four adjacent communes.
August 26 2004 / PRESENTATION OF THE MASTER PLAN
Presentation of the master plan to the Service d'Aménagement du Territoire du Canton de Vaud for preliminary examination leading to pre-notification.
December 10 2004 / APPROVAL OF THE MASTER PLAN
Approval of the master plan by the Service d'Aménagement du Territoire du Canton de Vaud.
December 2004 to September 2005 / PUBLIC CONSULTATIONS: ASSOCIATIONS
Continued planning by accredited companies for the terms of the master plan.
October / November 2005 / PUBLIC INQUIRY: CITIZENS
Beginning of a public inquiry on the master plan involving the community.
2006 - 2007 / PLANS AND PERMITS
Approval of the master plan by all public authorities. Establishment of general conditions for launching the project. Receipt of official complaints and setting the stage for consensualist agreement.
March 2007 / OPPOSITION TO THE MASTER PLAN
Withdrawal of opposition and petitions from companies.
One individual private petition retained (from a resident living near the future museum site)
Summer 2007 / ADMINISTRATIVE TRIBUNAL HEARINGS
The administrative tribunal of the Canton de Vaud hears the case of parties concerned with a neighbour’s opposition.
December 2007 / DECISION BY THE ADMINISTRATIVE TRIBUNAL OF THE CANTON DE VAUD
Concerning a neighbour’s petition against the museographical project, the TA (administrative tribunal) accepts only a portion of the petition. The granting of a building permit is conditional upon the installation of road signals limiting vehicle speed to 50 km/h on the portion of Fenil road leading to the future museum. The Commune of Corsier-sur-Vevey confirms that they will install the required road signals in accordance with the orders of the administrative tribunal.
December 20 2007 / PURCHASE OF THE MANOIR DE BAN
Private partners wishing to support the museographical project sign an offer to buy the Manoir de Ban (conditional upon the acceptance of the Commission foncière / Lex Kohler) in order to allow the project to materialize.
Spring 2008 / CONSTRUCTION PERMIT/ ACTUALIZING STUDIES
Preparation of architectural and landscaping concepts to obtain building permits.
Updated museographical concept and implementation and circulation schemas.
Updated environmental scenography and multimedia characteristics of the visitors’ tour of the premises.
Summer 2008 / PUBLIC HEARING OVER BUILDING PERMITS
Presentation of the publicizing file for buildings under construction.
Building investigation is planned for the summer of 2008.
Autumn 2008 / ORGANIZATIONAL STRUCTURE
Establishment of the organizational structure to ensure completion of work before the museum opening.
Projected start of site layout: architecture, infrastructures, landscaping, museographical and multimedia productions.
2009 / SETUP: ARCHITECTURE AND SCENOGRAPHY
Building site for the renovation of existing buildings, construction of new buildings reserved for exhibitions, landscaping and parking areas. Estimate for development and production of scenic and multimedia components.
Establishment of the organizational structure to develop the future museum: hiring of staff, contracting, pre-opening marketing and conditions for future development.
Year 2009 / APPLICATION FOR CONSTRUCTION PERMITS AND UPDATING OF STUDIES
Spring of 2009: Development of communications tools to be used in support of the inquiry into the buildings (construction permits). Updating of the museography concept, implementation and circulation plans, and updating of scenography and multimedia ambiances characterizing the entire tour.
Spring – summer of 2009: Finalization of technical documents, plans and specifications in support of the inquiry into the buildings (construction permits).
Summer of 2009: Updating of the feasibility and marketing studies.
Fall of 2009: PUBLIC INQUIRY ON THE CONSTRUCTION PERMITS followed by public consultations.
THE NEXT STAGES / 2009- 2012
Onset of 2010: Construction permits granted in the wake of the inquiry into the buildings.
May 2010: Construction permits issued.
Fall of 2010: Projected onset of layout work at the site: architecture, infrastructures, landscaping, museographical and multimedia achievements.
Summer of 2010: Establishment of the organizational operating structure of the future museum: hiring, operating agreements, pre-inaugural marketing and operating conditions of the future site.
